The respondent, Northeast Rehabilitation Hospital, appeals a decision of the New Hampshire Department of Labor (NHDOL) that it violated the Whistleblowers' Protection Act (the Act), see RSA ch. 275-E (1999 & Supp. 2002), in its treatment of the petitioner, Linda Thyne. We reverse.
