A City of Olympia hearing examiner denied West Hill's application for preliminary plat approval because of an alleged violation of chapter 58.17 RCW. The alleged violation occurred in 1980 when former owners of West Hill's property divided the property into four parcels within five years of the original short subdivision. We must decide (1) whether the provisions of chapter 58.17 RCW were rendered inapplicable by the large lot exemption under RCW 58...
