VALEN, Presiding Judge.
{¶ 1} Appellant, Pierce Township, Clermont County, Ohio, appeals from a decision of the Clermont County Court of Common Pleas that substantial evidence supported the determination by appellee, the State Employment Relations Board ("SERB"), that Pierce Township had engaged in unfair labor practice ("ULP") with regard to five of its employees.
