On October 23, 1998, Ira Matthew Clark was issued a Uniform Traffic Ticket and Complaint ("the UTTC") by a law-enforcement officer for allegedly violating § 32-5A-191(a)(2), Ala.Code 1975, by operating a motor vehicle while under the influence of alcohol.
