Appellants GLS Capital, Inc., ("GLS") and the County of Allegheny (the "County") appeal from the Commonwealth Court's order affirming in part and reversing and remanding in part the trial court's order dismissing the class action complaint brought by Appellees Pentlong Corporation ("Pentlong") and Weitzel, Inc.
