¶ 1 M.A. appeals from the order of the Erie County Court of Common Pleas granting Appellees' motion for judgment on the pleadings. We affirm.

¶ 2 The relevant facts of this case are as follows: M.A. is a citizen of Iraq who immigrated to the United States in 1994. He is a graduate of the University in Baghdad with a bachelor's degree in mechanical engineering. Following graduation, M.A. entered the Iraqi army to serve his required term....
