Khai Luong ("Luong"), by his spouse and personal representative, Dung Luong, appeals the Worker's Compensation Board's ("the Board") decision that Luong should take nothing by way of his application for adjustment of claim. The Board specifically found that while Luong's injuries occurred in the course of his employment, they did not arise out of his employment.
