On May 10, 1999, the petitioner, Kenny Mims, filed a petition for a writ of habeas corpus, which was subsequently amended on February 7, 2002. The amended petition raised claims in two counts. First, that the petitioner's term of confinement has been illegally lengthened in violation of his state and federal constitutional rights to due process through the state's failure to honor the plea bargain into which the petitioner entered...
