The Office of Workers' Compensation (hereinafter the "OWC") awarded the Appellee, John Seal, Jr., workers' compensation benefits, attorneys fees and penalties for injuries sustained in a work-related accident. For the reasons set forth below, we affirm the award of worker's compensation benefits, but reverse the award of attorneys' fees and penalties.
