("UPS") sought enforcement by the Commonwealth Court of the court's previous decision sustaining the carrier's challenge to one aspect of the methodology utilized by the Public Utility Commission (the "PUC" or the "Commission") in allocating the agency's regulatory expenses among utilities for assessment purposes as provided by statute.
