RYAN, Justice.

¶ 1 Undocumented aliens are eligible for publicly funded medical coverage only for an emergency medical condition. See Ariz.Rev.Stat. ("A.R.S.") § 36-2905.05(A) (Supp.1997).1 If a hospital provides medical treatment for the emergency medical condition of an undocumented alien, the Arizona Health Care Cost Containment System ("AHCCCS") will reimburse the hospital for the costs of the care.
