OPINION BY Senior Judge McCLOSKEY.

Harry Hoover (Claimant) petitions for review of an order of the Workers' Compensation Appeal Board (Board), affirming in part and reversing in part the decision of the Workers' Compensation Judge (WCJ), granting Claimant's petition for penalties but refusing to award Claimant attorney fees for an unreasonable contest.1 We now reverse.
