Robert Fisher ("Fisher") purchased a viatical settlement from Michael Ramer, an agent of Security Trust Corporation and Ambassador Financial Group (collectively "Ramer"). Fisher filed a complaint against Ramer in Allen Superior Court alleging in pertinent part that the viatical settlement is a "security" as that term is defined in the Indiana Securities Act, and that Ramer offered and sold an unregistered security in violation of...
