TERRY, Associate Judge:

Watergate West, Inc. ("Watergate"), seeks review of an order in which the Board of Zoning Adjustment ("BZA") affirmed the decision of the Zoning Administrator to approve a certificate of occupancy for George Washington University ("GWU") to use a former hotel as a dormitory for some of its students. The site of the building is an R-5-E ("high density") residential zoning district. See 11 DCMR § 105.1(a)(5)(E) (1995).
