Mr. Davis was found guilty and fined $150.00 by a magistrate judge for two petty offenses: unauthorized engaging in business activities on Army Corps of Engineers project lands, 36 C.F.R. § 327.18(a), and unauthorized mooring of a vehicle at an unapproved mooring site, 36 C.F.R. § 327.3(h).1 The district court affirmed Mr. Davis' convictions and he now appeals...
