LARSON, Justice.

Carol Walthart was a teacher in the Edgewood-Colesburg Community School District until she was terminated by the board of directors of the district under the provisions of Iowa Code sections 279.13-18 (1999). She appealed to an adjudicator under Iowa Code section 279.17 and also brought this separate action in certiorari, claiming her termination was illegal.
