Plaintiff Raymond Nicklin petitions this court for review of his disability discrimination action against the United States Postal Service ("USPS"). The district court denied Nicklin enforcement of a favorable final order of the EEOC Office of Federal Operations ("OFO"). It found that a settlement agreement, entered into before the OFO order, barred Nicklin's discrimination claim....
