These consolidated appeals arise from Appellant Daniel Clark Medberry's habeas corpus petitions challenging two separate prison disciplinary actions against him. The district court denied both petitions. Pursuant to 28 U.S.C. § 2253(c), this Court granted a certificate of appealability (COA) on very limited issues as to each petition. We now vacate the district court's judgment in appeal number 02-15808 and remand with instructions to dismiss...
