J.D.W. ("the child") was placed in the custody of the Houston County Department of Human Resources ("DHR") by a July 5, 2001, order of the trial court shortly after she was born on June 27, 2001. Following a hearing on November 20, 2001, the trial court determined that the child was dependent. On May 16, 2002, DHR filed a petition seeking to terminate the parental rights of J.W.
