When we took this case from the Court of Special Appeals before that court could consider it,1 we had the best of intentions. The statute in question, Maryland Code (1998 Repl.Vol., 2001 Supp.), Cts. & Jud. Proc. Article, § 3-8A-07 (Retention, termination, or waiver of [juvenile] jurisdiction),2 suggested interesting legal and policy questions...
