James Russell brings this action pro se in this Court's original jurisdiction seeking declaratory relief based on the claim that Respondents William Donnelly, Prothonotary of Montgomery County, and Jeffrey Beard, Secretary of the Department of Corrections (DOC), violated his due process rights. Russell also seeks preliminary and permanent injunctive relief to enjoin Respondents from deducting restitution
