The State of Louisiana, through the Department of Social Services, Office of Family Support Enforcement Services (DSS), appeals a judgment denying a new trial. The trial court had sustained an exception of no right of action filed by A.P.,2 the alleged biological father of A.L.W. For the following reasons, we reverse the order dismissing the suit and remand for further proceedings...
