Facts and Procedural History

Plaintiff, Harold Vincent, is an inmate sentenced to the custody of the Department of Public Safety and Corrections (DPSC), currently confined at Angola. On May 11, 2001, Vincent was transferred from David Wade Correctional Center (DWCC) to Louisiana State Penitentiary at Angola (LSP).
