Adolfo Gutierrez-Maldonado pleaded guilty to one count of conspiracy to distribute and possess with intent to distribute over 500 grams of a mixture of cocaine. See 21 U.S.C. §§ 841(a)(1), (b)(1). Before sentencing, Gutierrez-Maldonado was given the opportunity to participate in an interview with the government to convey his knowledge about the crime, but Gutierrez-Maldonado refused the interview.
