OPINION

MATHIAS, Judge.

The Fulton County Advisory Plan Commission ("the Plan Commission") appeals the Fulton Circuit Court's grant of summary judgment in favor of Gregory and Annette Groninger ("the Groningers"), which ordered the Plan Commission to approve the Groningers' primary plat application. The Plan Commission raises two issues, which we restate as:
