George Halcott Norman, III, was convicted in a bench trial of driving as an habitual offender, second or subsequent offense, in violation of Code § 46.2-357.1 On appeal, he contends the trial court erred in determining he was an habitual offender because his driving privilege had been fully restored prior to his arrest on the charge.
