The Chesterfield Department of Social Services determined a complaint that Robert C. Mulvey physically abused a student was founded. The Commissioner of the DSS affirmed that decision after an administrative hearing, and the trial court affirmed the agency's decision. The appellant contends the evidence was insufficient to support the agency's factual findings. He argues he had no intent to injure the student and that his conduct was authorized...
