Free For All Bonding (FFAB), in its capacity as a professional bail bondsman, hired Stephen Perkins to act as a bail recovery agent. In 2001, the principal on a bond issued by FFAB failed to appear in court on criminal charges, and Perkins was assigned to apprehend him.
