ADELMAN, District Judge.

Defendant Michelle Risso pled guilty to a charge of possession with intent to distribute and distribution of 25 to 50 grams of cocaine. A pre-sentence report (PSR) was prepared, which calculated her offense level as 12 and her criminal history category as IV under the sentencing guidelines. The parties agreed with the PSR's calculations, but defendant moved for a downward departure from her criminal history category...
