On 4 April 1998, at approximately 5:45 a.m., State Trooper Jim Knotts ("Officer Knotts") stopped a white Pontiac Grand Am proceeding southbound on I-95 for traveling 73 mph in a work zone that had a posted speed limit of 55 mph.
