Bradley Cathey, the plaintiff/appellee, is a horse trainer licensed by the Louisiana State Racing Commission, the defendant/appellant. On March 21, 2002, the stewards1 at the New Orleans Fair Grounds issued a ruling against Mr. Cathey and fined him one thousand dollars ($1,000.00).
