I. FACTS AND BACKGROUND

Defendant Marquis Roen was charged with five counts of mail fraud based on a scheme he devised to defraud Northwestern Mutual Life ("NML") and dozens of vendors and merchants by writing checks on closed bank accounts. Defendant had a life insurance policy with NML valued at $9747.26. He induced NML to issue him loans against the policy, which he "repaid" with checks drawn on closed...
