Rodney Howze fired a gun into the air to disperse a group of unruly teenagers. This was not a good idea: Howze, who had several criminal convictions, was not allowed to possess a gun, let alone fire one on a crowded street. He pleaded guilty to violating 18 U.S.C. § 922(g), which prohibits felons from having guns. The prosecutor proposed to treat three of Howze's prior convictions as "violent felonies," which would require a 15-year...
