Plaintiff-Appellant Tamra Ross appeals the district court's entry of summary judgment in favor of the Town of Austin, Indiana, the Austin Police Department ("APD"), and APD Chief Marvin Richey on Tamra's substantive due process claims alleging that APD Officer Lonnie Noble's inadequate training resulted in the murder by Gregory Miller of her husband, Kenneth Ross.
