James A. Stejskal was an employee of the Department of Administrative Services (DAS) from 1987 until his employment was terminated in January 1999. Stejskal followed the employee grievance procedure of the State of Nebraska Classified System Personnel Rules & Regulations, appealing first to the agency head, who denied his grievance.
