In this appeal, the Department of Human Services (DHS) challenges the juvenile court's dismissal of two petitions seeking juvenile dependency jurisdiction over two children, C. K. and A. K., because their condition and circumstances endanger their welfare. See ORS 419B.100(1)(c).
