In October 1980, claimant sustained a work-related injury to his right eye and filed a claim for workers' compensation benefits. After several hearings before a Workers' Compensation Law Judge (hereinafter WCLJ), it was ultimately found that plaintiff had suffered a 100% loss of vision in such eye.
