On order of the Court, the delayed application for leave to appeal the December 13, 2002 judgment of the Court of Appeals is considered, and it is DENIED, because we are not persuaded that the questions presented should now be reviewed by this Court. During the remand proceedings ordered by the Court of Appeals, the Ingham Circuit Court shall expedite its consideration of this matter and shall schedule a prompt trial or a prompt hearing on dispositive motions.
