Defendant-appellant Timothy Moran pled guilty to a federal drug charge. After sentencing, the government filed a motion pursuant to Federal Rule of Criminal Procedure 35(b) to reduce Moran's sentence by thirty-eight months because he had offered substantial assistance to the government.
