The Sandpoint Independent Highway District (SIHD) requests that this Court set aside the finding of the Board of County Commissioners of Bonner County (Commissioners), that it is in the best interests of the district for SIHD to be dissolved. SIHD asserts the Commissioners erroneously interpreted the meaning of "district" in the Idaho Code provision allowing dissolution of highway districts and made findings...
