Norman Parker, a state prisoner convicted of murder and sentenced to death, appeals the District Court's denial of his petition for writ of habeas corpus under 28 U.S.C. § 2254. On appeal, Parker only raises two claims: (1) the constitutional deficiency of the jury instruction on felony murder; and (2) ineffective assistance of counsel at capital sentencing.
