Defendant-Appellant Thomas P. Carroll challenges the district court's offense-level calculations under the United States Sentencing Guidelines and resulting sentence of 262 months' incarceration for his admitted involvement in an immigration visa fraud operation while employed in Guyana as a United States foreign service officer. For the reasons set forth below, we vacate Carroll's sentence and remand the case to the district court with instructions...
