Plaintiff Octavio Berlanga contracted with Defendants Transportes Tres Banderas a/k/a Three Flags Transportation ("Three Flags") and Ram Transportation, S.A. de C.V. ("Ram") to transport his family's household belongings from Mexico City, Mexico, to Piano, Texas. These defendants transported the goods to Nuevo Laredo, Mexico.
