This is a civil rights case by a former municipal employee against his former employer, the City of Fremont, Ohio, (the "City") and its Mayor, Terry Overmyer. Plaintiff asserts constitutional claims under 42 U.S.C. § 1983. Jurisdiction arises under 28 U.S.C. § 1331. Pending are cross motions for summary judgment.
