This is an appeal of a Civil Service Commission's ("hereinafter the Commission") decision, overturning the Sewerage and Water Board's (Board) disciplinary suspension of Maurice Stewart We affirm.

Mr. Stewart has been employed as a maintenance technician for the Board since May of 1996. On September 23, 2002, Mr. Stewart was issued a twenty-day suspension for initiating an altercation with a co-worker on August 6, 2002. Mr. Stewart...
