MATTHEWS, Justice.

Alaska Statute 23.30.155(o) requires the Alaska Workers' Compensation Board to notify the Division of Insurance when it determines that an insurer has frivolously or unfairly controverted a compensation claim. Upon receiving notice the division must determine whether the insurer has committed an unfair claim settlement practice under AS 21.36.125. The question presented here...
