John E. Diehl appeals the dismissal of his appeal from a decision of the Western Washington Growth Management Hearings Board. The Mason County Superior Court ruled that Diehl failed to comply with the service of process requirements in CR 4. We conclude that (1) CR 4 applies; (2) the County did not waive its challenge to service of process; and (3) substantial compliance is not applicable to Administrative Procedure Act (APA) service of process requirements...
