Robert Eugene Welsh was convicted in 1995 of aggravated sexual assault of a child. Punishment was assessed at fifteen years confinement and a $1000 fine. On July 15, 2002, appellant filed a pro se motion for DNA testing. See Tex.Code Crim. Proc. Ann. art. 64.01 (Vernon Supp.2003).
