¶ 1. Kevin M. Chisolm was tried and convicted in absentia in the Hinds County Justice Court on a charge of DUI, first offense, and assessed fines of $500.00 plus costs for a total of $828.50. The justice court did not impose any jail term. Aggrieved by the actions of the justice court, Chisolm filed an application for a temporary restraining order and a writ of mandamus with the Hinds County Circuit
