Plaintiffs, Virginia inmates, bring this action pursuant to 42 U.S.C. § 1983, to redress an alleged violation of their constitutional rights. These actions, Nusbaum v. Terrangi, Action Number 2:01cv106 and Burrus v. Terrangi, Action Number 2:02cv179, were consolidated by order filed April 19, 2002, and are before the court on cross-motions for summary judgment.
